Core Issue
You may get this error message if there is a problem in communication between the Cisco Wireless Control System (WCS) and the location appliance
Resolution
Check for one of the following issues.
1. Make sure the Location appliance is completely configured. This happens to be major cause most of the times. Refer Configuring Location Appliance.
2. Make sure Location server is added to WCS.
3. Ensure that system time is in sync between WCS and Location server. It may be off by few seconds.
4. Make sure all the boxes are checked under Locate-->location servers--> (click on the location server) >Administration-->polling parameter
