Added license for Cisco wlc 5520 (HA configuration)

Normally, when you add a license to the Cisco WLC (HA), the license is synchronized from Primary to Secondary.

For the Cisco WLC 5508 it is stated that force switchover requires a restart of the primary device and that the Cisco WLC 5520 does not need to be restarted.

Yes, in 5520 HA, once you add license on active unit it should sync with standby unit.
