How to add devices to use the assurance licenses?

We are running PI v3.1.1, and I have 50 Assurance licenses.  I want to see NetFlow from my switches, but I have no idea how to add the devices in order for them to "use" the 50 licenses that I have.  When I go to "Add devices to licenses", there are NO devices (APs, switches, routers, controllers, etc.) listed for me to choose.

What am I doing wrong?
