what is the best WLC for a network of 400-500 users.

This model WLC can support up to 500 access points. Recommendation is around 25 clients per AP depending on the type I application that will be running on the wireless.

You can also look at the WiSM2 if you have a 6500. Here is a guide for high density that explains users per AP depending on throughout requirements.
