WLSE to WDS Authentication Status shows Unauthenticated

I have around 15 Sites with individual WDS AP's that show up int the WLSE as KeysSetUpWithWDS. However, I have around 10 sites that the WLSE to WDS Authentication Status shows Unauthenticated. Is there a certain amount of WDS AP's that the WLSE can handle. Each site has a primary WDS and a secondary WDS. The sites that the primary WDS is authenticated with the WLSE, the primary shows Unauthenticated.. which I guess is normal. What am I missing here that some are authenticated and some are not. Thanks!

Are you using CiscoSecure ACS or local radius server for WDS authentication?

There is a primary and secondary WDS at each site and a ACS in the data center that authenticates all the users.

It is v3.3. There is a total of 28 sites and 10 which I get thet error.
