Unable To Log Into WAP 4401 Web Config

1. Powered up device.
2. Held reset for 30 seconds.
3. Power cycled device.
4. Entered 192.168.1.245 into Chrome
5. Chrome won't connect

Any ideas what the problem is?

And when I go into Microsoft Network Center, set up new network, select wap4401 and enter PIN, I get incorrect PIN message. There's only one 8 digit serial number under the device and I'm entering it correctly.
