which WLAN controller?

I currently have a UC540 system with 12x aironet 1130 APs.  Seamless roaming does not seem to work, and the recommendation seems to be to introduce a WLAN controller.  Can anyone suggest a model that will work with this existing equipment?

Hmmmm ... Just because roaming doesn't work with autonomous IOS doesn't mean "you need a WLC".  There are so many things that can go wrong with roaming in autonomous or controller-based WAP.

1.  Configuration;

2.  Wireless signal overlap;

3.  Channel Interferrence;

4.  Environmental factors

Are you sure you want to go down the road of WLC?

OK, the system that I have is OK for data, but there is a 2-sec delay in voice traffic when switching between APs.  I understand that a WLC would assist in removing this delay, but possibly WDS and Fast Secure Roaming would achieve the same result?

That's because data transmission is not as "important" as voice or video so any roaming issues can't be "seen".

Again, there are some factors which affect time-critical applications (voice and video) in the wireless space.   They are:

Yes, wds and fast roaming can address delays in client roaming between access points. We have done many deployments using this in couple ap scenario with success. You first would want to confirm your ap locations are in best spot physically. This can only be done with proper site survey. After wireless saturation is confirmed good then I would look to config changes.
