AP 1702I doesn't connect to the vWLC

Please help, there is a completely reset AP 1702I-E, vWLC 8.5.161 on which 3602I-E points are connected and work.
Licenses are activated on the controller, the date and time are set correctly, and the correct region is selected.

I use the record: "capwap ap controller ip address (ip)"

When connecting AP 1702 to vWLC I get the message: "Not in Bound state.
*Mar 1 00:04:41.635: %CAPWAP-3-DHCP_RENEW: Could not discover WLC. Either IP address is not assigned or assigned IP is wrong. Renewing DHCP IP." But from the AP I successfully ping vWLC.

How do I connect this point to the controller?

Try the below command and reload AP. Pls attach the complete output of AP console to see what's happening

capwap ap primary-base <WLC_NAME> <WLC_MGT_IP>

I rebooted the vWLC and now all the APs can't connect, attached the debug with the wlc (capwap events/errors) and AP 1702.
