Hello Masters,
Our customer just brought multiple Access Point CW9163E-F recently, and we have successfully joined them into WLC 9800. But no matter what we do we cannot bring the operation status to UP. We have already change the country id into "ID", and any country but the 5G, 2.4G, operation status is still down.
This is the current status from WLC (using ver.17.12.5) :

I don't think Indonesia is supported on 9163E in 17.12.x ...

So I think you need to upgrade to 17.15.2 - see the release notes:

Hi Marce,
I have already sett the country ID in two different places,
1. in ap join profile, sett to "ID"
2. In wireless/ap/country
but no luck...

Post the complete output to the command "sh run | include country".

- @antonprasetyo 1) Issue the CLI command : wireless config validate
2) Checkout the WLC 9800 controller's configuration using the CLI command :
show tech wireless and feed the output from that into Wireless Config Analyzer
Use the full command denoted in green, do not use a simple show tech-support for this procedure.

I've been wondering why cisco send this product using firmware that they know that is not supported in its shipping address area (Indonesia), why cisco, i demand an explanation....

Unlikely you'll get any reply to that here from Cisco. I expect the answer is simply that their manufacturing and shipping process does not allow for minor nuances like this. The ordering tool used to require to select the software version but for these APs it doesn't, so the factory obviously just use the same version on all 9163E.

Well at least this is a big problem for me (and my team), 50 APs, but none of them can't broadcast SSID. I even tried to change the AP mode into "survey mode" just to ensure that i don't make any mistake in the config somehow.

Like @marce1000 says this is now likely a config issue so concentrate on that as advised.
Config Analyzer will pick up many common mistakes in your config, and report anything that isn't in line with the best practice guide.
Also note that 6GHz is not currently supported on that AP in Indonesia so you can only use the 2.4GHz and 5GHz bands.
