(This is on all the AP's at this site)

Also from debug logs we see many many instances of this

Can you share complete boot log for the AP.

Cisco has announced the End of Life (EoL) for IOS XE Bengaluru 17.6. There is only one more Maintenance Release (MR) planned for the 17.6 train, which will address security fixes only. If you need to stay on the 17.6.x code, you should upgrade to version 17.6.7.

EoL notification: Cisco EoL for IOS XE 17.6.x

Cisco recommends upgrading to 17.9.5 for all deployments. At present, both 17.9.5 and 17.12.3 are recommended versions.

Reference: Cisco TAC Recommended IOS XE Builds

I suggest upgrading your code to avoid potential bugs.

 - Start with a checkup of the 9800 WLC configuration with the CLI command show tech wireless
, not simple show tech , and feed the output from that into Wireless Config Analyzer

 - Make sure AP model and country code configured in the controller are aligned
 - Make sure AP are in CAPWAP mode (not mesh or something else , if not intended)

 - Controller software version is very old , consider moving to 17.12.3, take care of
   AP compatibility according to https://www.cisco.com/c/en/us/td/docs/wireless/compatibility/matrix/compatibility-matrix.html
