It is.. AP compatibility depends in the code that is running on the WLC. Here is a matrix that is a good reference.

I have 3.x code running on my 1131ag AP. Any idea how I could upgrade it to 7.x?

The ap gets its code from the WLC. So when the ap joins the WLC, the WLC will push the correct image to the access point.
