c819g-4g-g-k9 LTE issue

Dear All,

We have more c819 routers to use LTE. A few of them works, few of them not. On the failed routers we dont get IP.

" CHAT3: Chat script lte finished, status = Connection timed out; remote host not responding"

chat-scrip is the same as well: 

chat-script lte "" "AT!CALL" TIMEOUT 20 "OK"

The only difference what I can see it is under "line 3".

Where lte works there is "rxspeed 100000000" and "txspeed 50000000" without "speed 9600".

line 3

rxspeed 100000000
txspeed 50000000

On the failed routers:

line 3

speed 9600

Can it be the problem? If I try to config any of these values on any routers, I have the following prompt:

"This command has no effect on this line; use modem AT commands instead"

I understand that these commands are relevant and saved to the modem, has to be confiugured with AT commands. BUT HOW?

Is it something to do with chat-script? or with modemcap? or with lte profile? 

(this is the first time to meet with mobile net configuration, I am really not familiar with lte)
