Depends on the WLC.
IF the WLC is a 2504/5508/WiSM-2, nobody should be selling adder license because this line is already past End-of-Sale date (04 May 2018).
If the WLC is a 3504/5520/8540, nobody should be selling adder license because this line is already past End-of-Sale date (02 May 2022).
If the controller is a 9800, then yes. It will work.

You probably need to be more specific about what model of WLC and what exact license you're referring to but in general AP licenses are not country specific.
But as @balaji.bandi says the AP must have the correct regulatory domain for the country it's used in. If not then in most countries that is illegal.

WLC can be configured to work with any country and the AP license is not country specific.
You can change the Country code in AirOS controllers under Wireless > Country. (Make sure to disable 802.11 networks before)
In IOS-XE platforms, you can select the country under Configuration > Wireless > Access Points > Country.
However, APs are country specific and compliance required while using the APs.

Technically yes. But I would suggest that you or your legal team proof read your terms and conditions and FUP for licenses to make sure that this will not create any legal troubles.
