Does the 9300 EWC (embedded wireless controller on Catalyst 9300 switch) support gNMI as model-driven configuration management?
Found this documentation, but it does not mention embedded wireless controller on switches.

From the guide you posted, it tells me that the wireless portion is not supported on the 9300 switch. You would have to look at the switch programability guide to see what is supported on that: Programmability Configuration Guide, Cisco IOS XE Bengaluru 17.6.x - gNMI Protocol [Cisco IOS XE 17] - Cisco
Might be a something you reach out to your Cisco rep or open a TAC case to see what they say.

So the first question: are you trying to use it as a standalone WLC (non-SDA) or SDA?
Cisco has end of life'd the standalone version of switch EWC as per the link Scott shared above. Last support was 17.3 and no more development. Since gNMI only came in 17.6 you definitely won't find it in 17.3.
