Cisco 1200 connectivity issues

We own several properties that are operating in a 50% wireless environment with no issues. However one property continuously drops connections in their most conjested area.

Heres the senerio:

In a 90m area there are 10 staggered Ciscio 1200 AP's, alternating 1,6, and 11 channels at 50mW power using WEP and VLANS. At any given time one AP will be associated with 18 clients while the adjacent AP will have none. There will be clients that are physically located closer to the AP with no clients however for whatever reason they choose to travel to the busier AP. Now initially i thought that there were configuration or physical obstruction issues with these AP's however when i shut down the more busier AP, all of the client now move to the AP that was previously unassociated. Therefore, i would have to conclude that the AP is working as designed.

This would not be a problem if we wernt experiencing so many lost connections. The logs show that some clients constantly roam back and forth, never really staying at one place for more than 5 or 10 min.

What ive done:

Initially i figured that there were too many AP's so i cut down to 5 instead of 10. Ive tried parenting clients to no avail. I changed to a 4 channel scheme instead of a 3 channel. I lowered transmit power to 30mW.

All of the clients are using the 3.3 client and the AP's are on IOS fireware ja4. I know that ja15 is available however weve had WGB association problems with ja15(another problem for another time).

Any help will be greatly appreciated.

download the aironet client utility and go into the profile manager and there click on rf networks. now there is a option for clients to choose after a specific interval, or when the signal strength drops . choose according to your conditions and see if it works.
