CISCO 2600 SERIES WIRELESS LAP "IOS_STATIC_CONTROLLER_IP_ADDR" PARAMETER OF "ENV_VARS" FILE IS GETTING RESETTED AFTER EVERY REBOOT

We are using Cisco 2600 Series Wireless LAP 

We use below command to manually discover Wireless LAP with WLC in L3 mode:

capwap ap controller ip address <CONTROLLER_IP_ADDRESS>

Once above environment variable is set Wireless LAP will form CAPWAP Tunnel with WLC.

Below is the content of "env_vars" file.

DEFAULT_ROUTER=10.0.0.1
ENABLE_BREAK=yes
IOS_STATIC_CONTROLLER_IP_ADDR=172.27.5.5     
IP_ADDR=10.0.0.1
MANUAL_BOOT=no
NETMASK=255.255.255.224
NEW_IMAGE=yes
RELOAD_REASON=23
ROM_PERSISTENT_UTC=1387909582
TERMLINES=0

By default, after rebotting the Wireless LAP we dont have to add any new command, it automatically discover & joins WLC as it is its default nature to remember previously joined WLC.

But in this particular LAP case it is not working. After rebooting LAP everytime we have to manually add "capwap ap controller ip address <CONTROLLER_IP_ADDRESS>".

Below is the content of "env_vars" file after rebooting it:

MANUAL_BOOT=no

Below are the things we have already tried:

1) Tried hard resetting Wireless LAP to factory default using mode buttin on Wireless LAP. No luck.
2) Tried restting Wireless LAP to factory  default from Controller. No luck.
3) Tries removing "env_vars" file from Wireless LAP. No luck.

LED status on Wireless LAP is blinking RED & GREEN at the time of issue. 

Please, help me understand what might be the issue.

Please assist me understanding why are we converting LAP from Lightweight mode to Autonomous mode?

 

The issue is LAP is not able to discover Controller.
