Cisco ISE CWA with 9800 WLC sign in portal not coming up on IOS

Hello, I have set up a guest portal with Cisco ISE and 9800WLC, and it was working fine. until I found out that some clients when they select the SSID the sign-in portal does not come up. after troubleshooting, it seems like it's only happening on IOS devices. it shows that it's loading, but the portal doesn't come up, and the option to click sign in doesn't show. I think maybe there was a new update on IOS that might've caused this issue, but curious if anyone has encountered this issue before or knows of a way around it.

I set up Chrome as the default browser to test and I still have the same issue.

Are you using a DNS resolved FQDN for your captive portal with a valid public certificate which matches the FQDN?
If not then you will definitely have problems on modern devices.

There was a DHCP issue preventing the clients from getting an IP and that's where the process was stuck.
