Cisco WLC 5508 arp issue and one way audio problems

I have a weird strange problem going and it involves Vocera and one way audio. I recently updated my 5508 controller to 8.5.152.102 and my 9800 to 16.12.1. Randomly my vocera badges are getting one way audio now, I am not sure what is causing it. 

 

Vocera, is blaming this on an ARP issue, I decided to run the show arp on some access points.

 

Well on the 5508 controller with 5 or more clients I am seeing zero clients in the arp table

On the 9800 controller with 5 or more clients I am seeing 5 or more arp entry's. 

 

I am not sure what should be right. Should I be seeing arp clients on my access points, connected to the 5508?

 - I tend to believe this 'ARP statement' from your device vendor is as good as bogus , you may want to debug a client-device with the client-debugging tool available on the page below ; whilst your at it you could also have a sanity check of your controller-configuration with the Wireless Config Analyzer :

If it is a locally switched wlan, there may be no client information in the arp table.

Also there was an ARP bug which was fixed in recent 8.5.161.0, but only for Flexconnect Wave2 APs: CSCvs25798

Please note, I'm not sure if it's compatible with the 9800 for roaming, or if you need to stay on your special image.
