cisco wlc 9800 ha configuration issue

cisco wlc 9800
In version 17.3.6
I have set up HA

There is no response even if I remove Active's uplink.

However, if the corresponding port is shotdown from the cli, Active will pass normally.

is this a bug?

  -  Review the 9800   configuration  first with the CLI command : show  tech   wireless , have the output analyzed by  https://cway.cisco.com/tools/WirelessAnalyzer/  , please note do not use classical show tech-support (short version) , use the command denoted in green for Wireless Analyzer.               Checkout all advisories!

We are not clear on the below points :

There is no response even if I remove Active's uplink.   - You mean Active WLC Uplink ?  what kind of deployment is Central or Local switching ?   Is WLC have a port-channel? what logs do your see on the console?

When you remove the uplink : what is the out put from active WLC

#show interface status (do you see the Link go down)

# show chasis

# show redundancy 

 

However, if the corresponding port is shotdown from the cli, Active will pass normally.

again we need to look above mentioned output to understand, this might have failed over ?

@balaji.bandi has given you good guidance there.  
Make sure you have gateway monitoring enabled https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/17-3/config-guide/b_wl_17_3_cg/m_vewlc_high_availability.html#id_109520

Based on the limited info you've provided I'm going to guess:
- not port-channel
- not using gateway monitoring
- interface possibly misconfigured so that fibre disconnect is not detected.
So back to first principles - why isn't your interface going down when you pull the fibre?

You didn't mention the WLC model but make sure ROMMON and PHY are up to date as per:
