The 1702 has dedicated 2.4GHz and 5GHz radios.  They are not dual-band radios.  They do not support Flexible Radio Assignment.

The documentation clearly states: https://www.cisco.com/c/en/us/td/docs/wireless/controller/technotes/8-3/b_RRM_White_Paper/b_RRM_White_Paper_chapter_01000.html

"Cisco's Flexible Radio Architecture is a new feature introduced in 8.2MR1 to take advantage of the hardware released in the Cisco AP 3800/2800"

1702 belongs to the previous generation of Wave 1 AC access points.  The feature was only introduced later in the Wave 2 access points.
