I am the process of developing a wireless guest splash page although I can not find a good deployment guide. I would like to provide a solution for guest clients to accept terms of agreement using HTTP not HTTPS. I also would like to see a splash page with the terms and logo and an accept or deny button which then would redirect to a webpage. My questions are how do I provide this and what are the caveats and does this layer 3 authentication need to be enabled on the local and anchor controller?

Tom,
You would have to create a custom WebAuth page and upload that to the WLC. You will also need to run v7.3 to be able to disable https for WebAuth but still keep https for management. The command for this is:
config network web-auth secureweb disable
You can find examples of the custom WebAuth bundles where you download code for the WLC.
My custom pages has a custom AUP, accept and decline along with the clients logo and a URL logo.

On the anchor WLC if you use an anchor.
