I have several LAP1040 controlled by a WLC 5508. A device connects to an Access Point, and I stood in front of another, and the device is connected to the first, not "jump" to the new (not put the blue light, the signal coverage is low in the device, not excellent), and the AP "new" output correctly everything, and has solid green.

2. What firmware is your WLC running on?
3. How much overlap do you have?
4. Try OPEN authentication?

Samsung smartphone, with Wifi Seeker app. I have not tested with other devices. I was walking with the customer, when he asked me for roaming, and the problem occurred.

3. How much overlap do you have?
On a scale of 0 to 5, the meter shows the network that gives the new point as 5, and the access point where it is connected as 1 or 2. The purpose of the network is VoWLAN.
4. Try OPEN authentication?
I must use WPA-PSK, according to manufacturer's (NEC).

Try using a laptop to test the signal/signal overlap. Wireless NICs on smartphones/tablets behave differently to "roaming".
Is Aeronet IE disabled?
