This tells me the unit has a 100 AP license but isn't activated (maybe the EULA wasn't accepted).

Post the complete output to the command "sh license summary".

(Cisco Controller) >show license summary

    Feature name: ap_count
    License type: Evaluation
     License Eula: Accepted
Evaluation total period: 12 weeks 6 days
    License state: Active, In-use
                                         RTU License Count: 1500

    Feature name: ap_count (adder)
    License type: Permanent
    License state: Inactive, Not-In-Use
                                               RTU License Count: 100

Ah ok, the wrong one is active.

I don't know how to switch on console, but in the web interface go to the Software Activation -> Licenses and click on 'ap_count (adder)' and at the bottom select Activate. Click on Set Status and it should get activated.

AP_Count (adder) is not showing any option to activate it.

i did. when i added it using gui it asked me to reboot also to  accept EULA and i did both.

From cli also it asked me to accept the EULA and i did. not sure why it is not getting activated.

You probably have the new RTU license system.
Login to your WLC to the webinterface, go to Management -> Software Activation -> License Type and set it to RTU. Then under Software Activation -> Licenses add the 100 licenses, if you haven't already. Not sure if it requires a reboot at some point.
You should now have lines stating:
License Type Time(expires) RTU Count Status
ap_count Evaluation 12 weeks, 5 days 1500 Inactive
ap_count (adder) Permanent No Expiry 100 Active, In-use

i tried this as well as from cli. but getting as per attached screen shot.

No idea now :(
Try to save the configuration and reboot once again.
What happens if you enter this on the CLI:
license activate feature ap_count (adder)
and if that produced an error, try
license activate feature ap_count

Thank you All for your time.

Disabling evaluation license and then tried enabling ap_count (adder) resolved the issue.

Thanks for providing an update. Did this action cause any outage?

Reboot the controller to remedy the issue.
