1++ local switching Mean we have a wlc in the network or we have not a controler ? Yes you need WLC for local Switching
2++my question also my question if AP play role as a WLC in this case ? NO it like hub, wifi connect to it and AP tunnel all traffic to WLC via CAPWAP where auth and Switching done LOCALLY in WLC
3++ AP local or flexconnect work with Locally switched ? both mode work, the different the Flexcon is make AP switching traffic is WLC is down or unreachable.

When an AP is in Local Mode (confusing name but that's what Cisco calls it) all client traffic must all be centrally switched via the WLC.
When the AP is in FlexConnect Mode the client traffic can be locally (AP switchport VLAN) or centrally switched (via WLC).
- 1++ local switching Mean we have a wlc in the network or we have not a controler ?
Flexconnect Local switching always applies to a lightweight AP connected to a controller (WLC).
- 2++my question also my question if AP play role as a WLC in this case ?
An AP running Mobility Express (AireOS) or EWC (Embedded Wireless Controller for AP - IOS-XE/9800) can also function as a WLC but only supports FlexConnect local switching - central switching is not supported at all.
- 3++ AP local or flexconnect work with Locally switched ?
FlexConnect local switching only works when the AP is in FlexConnect Mode. FlexConnect local switching is not supported if the AP is in Local Mode.
