Low Tx power levels on Cisco 3702i AP

I was wondering why the available Tx power levels on the Cisco 3702i AP is so low when assigned a channel in the UNII-1 band?

9dBm is not enough when trying to match client and AP Tx power, or when trying to maximize client SNR to acheive high MCS rates. The Cisco 3702i AP allows for 17dBm in my regulatory domain (Australia) for the UNII-1 band. In fact the maximum EIRP for the same band is 200mW (23dBm). With an antenna gain of +4dBi on the Cisco 3702i AP, I get an EIRP of around 20mW.

Am I missing something?

Turns out it is a regulatory domain bug for WLCs running 8.0.x code. Resolved in 8.1(131.17), 8.2(100.7) and 8.3(15.79).

Symptom:
AP in -Z & -T domain provide 8 dbm TX Power only as Max Power when operating on channels 36,40,44,48,52,56,60,64

Conditions:
3700, 2600, 2700, 3600,1700 series APs, in -Z and -T regulatory domains.

Personally, I'm going to wait for the next public release that has the bug fixed integrated into it and properly regression tested.  However if anyone is desperate they can open a case with Cisco TAC to get it.

Any chance this is a universal AP, and has not been primed?

Definitely got the right country code configured on the controller?

Definitely only running a single Country code (Australia).

Here are my 5 cents for this issue!!!

This is the default behaviour for these access points operating on UNII-1 in this region. They cannot be powered to transmit beyond 16 dBm.

Along with various parts in the America region, Aus, NZ, parts of Oceania and various parts of Asia follow FCC as their regulatory domain.

Even though all these countries have their local governing regulatory body, ACMA for Australia, they are supposed to honour the main regulations of FCC.

Under FCC, transmitters operating in UNII-1 are allowed to transmit 16dBm, while their max EIRP is 160 mW. ACMA states that max EIRP allowed on these channels is 200 mW (FCC supersedes this decision).

I hope this clarifies this behaviour of low txPower in UNII-1 band. 

I must emphasise that it is sometimes tough to justify the exact TxPower values that we see on AP's, I have also seen AP's with 4dBi antenna gain limiting itself to 14 dBm in this band, this is because the access point also takes the antenna gain into consideration and alters its max transmit power levels.

Agree with your points.

For me, real issue was the bug ID listed. Due to that most of the AP in UNII-1 & UNII-2 does not go beyond 8 dBm which causing coverage issues.

Here is a snapshot to represent problem

In my previous response, I missed to acknowledge the impact of this bug before clarifying the 2nd part of the question highlighted by Brett.

Please note that my answer was only to this part of the question as the discussion around bug was in progress.

Does the latest firmware (8.3.102.0 / 8.2.121.0 ) fix the bug?

Our customers don't want to upgrade to a special firmware version.

8.2.121.0 should have the fix. When I asked this from Javier, he confirmed. See below thread

I reckon the bug should be fixed from 8.2.121.0, since the firmware version 15.3(3)JC3 is the known fixed release, and from the matrix, we can find that the access point IOS version 15.3(3)JC3 is used for firmware version 8.2.121.0.

Ahh I didn't take any notice of the exact versions of the code. I have a client who wants me to upgrade to 8.1.(131.0) in the next few weeks, so we'll see what happens.

I think I'll log a TAC to get the official word. According to the Bug ID, only two cases have been logged so far.

I am running this code and having the same issue. Actually output provided earlier in this thread from a WLC running this image. So do not keep any hope with that code.

I think TAC should give you the specific image (8.0.x or 8.1.x or 8.2.x train). I have to get a code from TAC for this as it is very serious issue.
