I encountered an issue with a working mobility tunnel went down for unknown reason and could not get it back up. The foreign WLC which is 9800 L F with 17.12.6a code version and an anchor WLC 9880 running 17.12.4 code version sitting behind a Palo Alto Firewall. The tunnel was working and the the firewall rules are verified in place. I have removed the tunnels both ends but yet no luck. The foreign WLC is fully provisioned from Catalyst Center in an SDA environment.

- @atsethedros Verify the configuration of both controllers using the CLI command show tech wireless
and feed the output from that into Wireless Config Analyzer (CORRECTED)
Look at these commands for additional troubleshooting
show wireless mobility summary
show wireless stats mobility
show wireless stats mobility messages
show platform hardware chassis active qfp feature wireless punt statistics

Following your advice, I observed that the foreign controller did not initiate any contact and that the majority of the statistics were zero. I therefore disabled all anchored WLANs and the related policies. After removing and re-creating the mobility tunnel configuration from both controllers, I enabled the WLAN and Policy profiles, which restored the mobility tunnel.
Thank you!!!

- @atsethedros Great work ; actually the procedure to validate a controller's configuration had a mistake:
Verify the configuration of both controllers using the CLI command show tech wireless
and feed the output from that into Wireless Config Analyzer
It will give you lot's of advices and tips concerning the configuration for both controllers
