New configuration with 5508 controller with 3502 APs - hosts get IPs in wrong subnet

This is obviously a misconfiguration, but we have DHCP set up with option 43 pointing to the IP of the controller management interface. The management IP is 10.1.1.209/24, and the ap-manager IPs are 10.1.8.2 and 10.1.8.3. At this point, we have two SSIDs - one internally bound to VLAN 15 (10.1.15.x/24) and a public one bound to VLAN 30 (10.1.30.x/24). The trunk to the conrtoller is from a Cat 4500 switch. 

The access points get an IP in the range 10.1.8.x; however, all devices that join either the public or private SSID get an IP address in the 10.1.1.x range. I've attached a couple screen shots.

Look at your second screenshot.  I believe ALL of you SSID's (Private and Public) are going to THE SAME Interface, i.  e.  Management.  Hence, the reason why both are getting IP addresses from the same range.

You forgot to configure the dynamic interface for Public and Private.
