Good Day,
I have an SSID’s not broadcasting issue:
WLC Model:
AIR-CT5520-K9
Software Version:
8.3.150.0
This Outdoor AP is broadcasting and users are connecting
AIR-AP1572EAC-E-K9
Primary software ver:
8.3.150.0
Boot Ver:
15.3.0.0
IOS Ver:
15.3.(3)JD1$
And these software versions is correct according Cisco’s WLC compatibility website.
According to the users below AP is not broadcasting any SSID’s
AIR-AP1562E-E-K9
Primary software ver:
8.3.150.0:
IOS Ver
8.3.150.0
Unless I am mistaken I suspect above IOS Ver is the cause? and not sure why the WLC did not push / AP did not pull the correct IOS Ver?
Any suggestions?

Are the of each AP's radios enabled?

Thank you for the reply - yes the problematic AP has both Radio's:
802.11b/g/n
802.11a/n/ac
Both Admin Status is enabled & Oper Status UP

Is this AP a member of an AP group?

They AP is added in the required SSID group

also I used command:
capwap ap primary-base WLC*WLC NAME* WLC IP*
if it is going to make any difference

And what antenna is the 1562 using?

can you also paste these outputs
show ap wlan 802.11a <AP name>
show ap wlan 802.11b <AP name>

Which mode (local, Flex, mesh) the 1562 AP is in? It doesn't support mesh mode in this version.
