Hello,
I am attempting to send a COA request with Request ID 44 by utilizing the Acct Session ID and Calling Station ID that were extracted from the Access Request Packet. I have sent this request over port 1700, which has already been enabled on the WLC.
However, I have received a NACK response with ID 45 from the WLC. Could you please provide assistance in resolving this issue?

That normally means your CoA packet is missing mandatory attributes (AVP) which the WLC requires to definitively match a unique client.
Calling Station ID is one of them - that should be the client MAC address - required by Cisco.
Another is NAS IP address. That is per RFC 5176
What is the complete list of attributes you're sending?
