I have a pair of WLC5508 controllers each in HA mode - licensed for 12AP's. We have 14 OEAPS
These are anchor controllers for OEAP's. Each OEAP is configured with both controllers in Primary/Secondary order.
We have manually load balanced them and each controller (GUI) reports the number of OEAP's as below the licensing threshold and indicates that there is spare capacity.
However, if you log onto the CLI of each controller and issue a sh ap join summary all it reports 14 OEAPS and I am now having issues getting previously connected OEAP's to join.
Am I misreading the CLI output? Or is the GUI wrong?

there is a complete machenicsim to understand the WLC licensing.
in your case your "all of AP joins the Primary WLC they always read the primary wlc licesne.
the notification of which shows you is not wrong on GUI. it the evaluation period notification of WLC APs. you can check it on Management Tab--> Software activation--> license
