AP tries to join with WLC but gets "AP Join Request failed!"

and did you reload the wlc after activated?
Cause the message is pretty clear. "No license present with the AP trying to join"

Looks like you added 30 license count later, in the print short above this was not showing. Anyways your license looks good. In the original debug I donāt see any join response and did not find any caveat, is it still the case after adding 30 licenses. If it is itās worth reloading the controller once. Seems like WLC is not even initiating a join response.

Make sure data, time, time zona is ok
Make sure AP country code is enable on wlc.

The country code and time are both normal.
In the signup status menu I found the reason.
"No license present with the AP trying to join"
But I still don't know what the problem is.

You were right.
AP is connected after reboot.
I don't know why I had to reboot, but I'm glad it was fixed.
