WCS Showing Low Power but why?

I am getting errors that state the following on WCS:

"Access point 'APNAME' associated with controller 'CONTROLLER NAME' draws low power from Ethernet. Failure reason: 'The AP draws 15.4 watts from Ethernet'."

I am using the 1250 series access points in my wireless infrastructure.  I have them running back to Catalyst 2960 PoE switches which provide 802.3af power.  The Wireless Controller is showing the Access point as being on a pre-standard 802.3af switch,  but it brings up both radio's just fine and shows Medium Power of 15.4W.  It is my understanding that the 1250 series access points only require 802.3af, and would not bring up both radio's if they were not recieving enough power. 

What am I missing?

... you'd read that there is also a mode that allows to tx on both radios with reduced power on a 802.3af powered port.
