We wanted to upgrade our current WCS(7.0.230.0) to the NCS 1.2 to support virtual Wireless LAN Controllers(WLC). What licensing/software would we need to do the upgrade? Hopefully there is a VM solution as we prefer not to buy a hardware version.

NCS has been superseded by Cisco Prime Infrastructure (CPI) 2.0. There are two flavours (NCS and/or CPI 1.2 and earlier): hardware or virtual.
If you want to do virtual, then please take note of the requiremtns. Unlike WCS where you can just about install it into any hardware, vCPI requires an eSX box.
If you ARE planning to do hardware, I would recommend that you WAIT until mid-January 2013 for a major announcement in regards to CPI 2.0.

Yes, the Virtual appliance option is available. The link below explains the details:
The migration from WCS to Cisco Prime Infrastructure(PI) would be a two step process:
1. WCS to NCS - 1.1.1.24
2. NCS to Cisco Prime Infrastructure - 1.2.1.12
WCS can't be migrated directly to PI & I would suggest using 1.2.1.12 (It's the latest maintenance release & has some very important bug fixes integrated to it).
