Why the AP data rate setting for IEEE 802.11a from 6 ~18 Mbps are not effective.

Hi,

I have 2 Cisco AP 3502, I use my wlan client to connect to the AP and do below test:

a) Set the AP working on IEEE 802.11a, the data rate set to 6 Mbps.

b) use 'iw' command to check the data rate in my wlan client, the data rate display 24 Mbps.

c) Set the AP working on IEEE 802.11a, the data rate set to 9 Mbps.

d) use 'iw' command to check the data rate in my wlan client, the data rate display 24 Mbps.

e) Set the AP working on IEEE 802.11a, the data rate set to 12 Mbps.

f) use 'iw' command to check the data rate in my wlan client, the data rate display 24 Mbps.

g) Set the AP working on IEEE 802.11a, the data rate set to 18 Mbps.

h) use 'iw' command to check the data rate in my wlan client, the data rate display 24 Mbps.

i) Set the AP working on IEEE 802.11a, the data rate set to 36 Mbps.

j) use 'iw' command to check the data rate in my wlan client, the data rate display 36 Mbps.

Look like there is limitation for the data rate in AP, just can be effective for more than 24Mbps, can you help and guide how to configure the AP to make the data rate effective for 6~18 Mbps?
