Wireless EAP-TLS authentication without user identity check

I need to configure Cisco wireless controller Model 5500 with WLAN for local EAP-TLS authentication without applying "user credentials" to allow all devices with matching certificates  to authenticate. Any advice how it can be done? User's devices are robotic appliances build on RedHat 6.2.

Any advice?
