Can we transfer existing AP licenses we have on a Cisco AIR-CT5508-K9 can be transferred to an AIR-CT5520-K9.

No you can’t. Different type of licenses.

Do we have any documents?

Open a TAC case with the license team and they will tell you if it’s possible or not.  Typically if you are a big organization, you Cisco rep might be able to help out.

Yes you can transfer AP license from 5508 to 5520 WLC.

 

Conditions are as follows:

 

1. Only one time you can transfer.

2. If you have transferred earlier - it will not allow to transfer again.

3. You cannot reverse this process in future.

I am with Scott.
As far as I'm aware, it is not possible. The licensing team may have been mistaken and manually transferred the license over. Scott works for MS and if he can't get Licensing Team to move it then it's gotta be a fluke.
