Did you try this:
For earlier than WLC Release 7.2 code, you must disable HTTPS management of the WLC and leave HTTP management. However, this only allows the web management of the WLC over HTTP.
or
upgrade the WLC to 7.2 or higher version to disable HTTPs on webauth.

Download a new SSL cert to WLC and reboot the controller for the new certificate to take effect.
Security > Webauth > Certificate

you can disable HTTPs from GUI as well.

the command to disable can't work! (config network web-auth secureweb disable)
"Incorrect usage. Use the '?' or <TAB> key to list commands."
and when i press TAB to see the command:
"(Cisco Controller) >config network web-auth
port Configures additional ports for web-auth redirection.
proxy-redirect Configures proxy redirect support for web authentication clients."
