what is the country code you have configured? Below is the guide to configure the country codes.

US but still getting error

Is there any incompatibility between the AP models and the country code configured?

I didn't associate any access point with wlc yet.

I have tested a couple of my test VM, no issue of enabling/disabling using that CLI.

which IOS-XE version are you running on this WLC? if not 17.3.4, I would upgrade to it.

Depend on the AP model you are planning to use on this WLC you can decide. If you have Wave 1 AP models (x700 series) then 17.3.x is the last code it supports them.

If all are 91xx series AP, I would consider 17.6.x
