I read that the WLC provides basic guest user provisioning portal, while the WCS has a full-featured user guest provisioning portal.
How does the portals between the two differ from each other?

When you configure Guest access on the WLC, the configuration is only LOCAL, ie on that WLC. But if you configure guest access on the WCS, you can choose which WLC can have the Guest Access.
Does this make sense?

It's essentially the same if you have only one controller, you can create guests that last longer with WCS than you can with WLC.
However, as soon as you get two controllers, you'll want WCS, as it will provision the guests to both controllers.
WCS is a smoother experience and has refinements, essentially.
