@Abdallah Hagedriss

How is your topology? Does the AP receives the WLC IP address to Join?

They can ping WLC ? Or vice versa?

Do you have other AP's that joined the WLC?

Are you using static tag mappings for your AP's? In this case add the MAC address of the AP in Configuration > Tags & Profiles > Tags > Static and associate the appropriate Policy Tag/Site Tag/RF Tag for it.

Hope this helps.

Regards, LG

We have an old  WLC and all access points are joining without any issues.
and this WLC operates under the AIR DNA license

@Abdallah Hagedriss

We need to start with connectivity. The AP need to be able to reach the WLC.

If you have another WLC, How are you dealing with It?  Are you using DNS resolution, option 43? Direct broadcast?

APs can reach WLC normally, i made a hardware reset in one AP and gave it the IP of WLC manually

capwap ap primary-base controller_name controller_ip_address

no new ..

We need to see the logs. There might be some information.

If you are priming the AP with WLC IP address, at least the AP must try to Join.

 Go to AP statistics on the WLC. Check the reason

How is the policy profile for AP Join on 9800?

run debug I mention below in AP, you can not trouble issue from WLC side if AP not see it at all
also try ping WLC WMI from AP

MHM

if same AP not join to new WLC and join to OLD WLC then it issue of discovery and/or primary config of old WLC in AP

MHM

 debug capwap events enable <<- use this command in AP and check what is happened

MHM

Yes .. same AP

*** please keep in mind the WLC configuration is the same in either WLCs.

I was planning to configure it as a failover

  - (Added) : you may also issue the CLI command : wireless config validate

- Start with a checkup of the 9800 wlc's configuration using the CLI command show tech wireless  (not show tech) and
    feed the output from that into Wireless Config Analyzer

   + Check the controller software version and make sure that the APs are compatible according to :
