I found this old thread with the same issue:

https://community.cisco.com/t5/xr-os-and-platforms/ios-xr-9001-ios-upgred/td-p/4019052

It seems to imply that the tar file is corrupt, can you compare the md5 on the router to the download site tar md5?

On the router issue show md5 file /disk1:/<filename>

You can't jump from 6.3 to 6.7.  I had same problem in the past.  Had to go to 6.4 to 6.5 to 6.7.  I believe it is because some of the fpga dll versions don't meet the minimum version requirements that 6.7 is looking for.  Try to migrate in steps, that should take care of your problem.

we are currently on 6.5.3 but did not work again. see Install operation 49 from the log l attached in first message;

I found this old thread with the same issue:

It seems to imply that the tar file is corrupt, can you compare the md5 on the router to the download site tar md5?

On the router issue show md5 file /disk1:/<filename>
