ASR9k sub interface QoS policies

If you have a 1g interface with, say 500 sub interfaces, all with a QoS policy like below (a simple one just for an example), If each sub interface is transmitting at 2mbps so that the entire 1g link is used do the individual policies recognize that the link is over utilized and begin acting appropriately? Or do they all only see 2mbps being transferred and not trigger scheduling? Specifically, with the absence of a bandwidth statement to tell each individual policy its bandwidth, how does this behave?

policy-map WAN_TRAFFIC
class WAN
bandwidth percent 80
!
!
class OTHER
bandwidth percent 20

This is addressed through scheduler hierarchy. See BRKSPG-2904 from Cisco Live Orlando 2018 or Berlin 2016.
