What does show install active summary show you?

It looks like you already upgraded to 6.6.3 so you just need to install the 6.6.3 k9sec package not the 6.1.4 package.

The error message itself is complaining because you are trying to activate a single package in a different version of code, when upgrading or downgrading all packages currently active on the system must be upgraded or downgraded at the same time. You can add additional packages, SMUs, or SPs to the operation though.
