Can't change the user "admin" password

can't change the user admin password with below error message, see can give me some hints

RP/0/RSP0/CPU0:9k01(config)#sh configuration failed

username admin

!!% 'LOCALD' detected the 'fatal' condition 'Account already configured in another plane, please select a unique username'

Hello Yuen,

Most likely you have a user “admin” in the admin mode but trying to change it in normal mode. Hence the system thinks you want to add yet another “admin” user.

May you verify it using “admin show run”? if the username is there, go to admin mode first before changing the password.
