I want to upgrade a 9k with dual rsp, is there way to do this without down time?
is there a way to do that by using the standby RSP as active during the reload?
can you recommend the best way to upgrade 5.3.2 to 6.4.2 any actions that I need to consider before?

ISSU is not supported on this version of code
you will each stepped version of upgrade will be a full router reload and will cause downtime in traffic

what about upgrading while RSP1 is the active during the process?

RSP0 will replicated to RSP1 since its standby, if the RSP1 is active, then i would suggest to failover back to RSP0 and do the upgrade.
small downtime 10-20min you can follow standard upgrade process for the entire router to reload in the maintenance window. or
You can do ISSU upgrade as suggested :

No you have to reboot the router to get new version.
