Hello, thank you for writing in the Cisco community, I hope I can serve you
The router starts
ctrl + pause
rommon 1> confreg 0x2142
rommon 2> reset
Router> enable
Router # configure terminal
Router (config) # config-register 0x2102
Router # wr
Router # show version
*
*
Configuration register is 0x2142 (will be 0x2102 at next reload)
*
*
Router # reload
Note: remember that this action is disruptive, that is, it will affect all connected services, the best thing would be to locate the stored password

Hi on ASR9901 it runs 64bit XR.
you cannot bypass the password on 64bit XR with config-register.
you can try to login via sysadmin if you have console. section "XR-VM Username/Password reset procedure using Sysadmin VM"
if you cannot do this, you will need to usb boot and wipe the router .
Thanks
