ISR-4431 stuck at image validated

I have a 4431 and when I reboot the router, it is stuck at image validated.

I went into rommon and did

confreg 0x0 and did a reboot

After the reboot, I did 

confreg 0x2102

boot usb0:isr4400-universalk9.03.13.02.S.154-3.S2-ext.SPA.bin

The system tries to boot up and gets stuck at image validated.

I also tried booting up from the bootflash:

Any help will be appreciated.

Hello,

you did not issue confreg 0x2102...you did issue the following:

rommon 2 > config  reg 0x2102

confreg 0x0 when you are already in rommon is useless and it's not needed as with this command you tell to the router to keep booting in rommon.

If your confreg remains in 0x0 the router is forced to boot in rommon whenever you reload.
Be sure to restore confreg to 0x2102 or 0x2142 (if you want skip nvram content).
Then boot again. If this doesn't work you may give a try with TFTP server by setting address variable in the rommon cli.

Here is the output using 0x2102

None of the ports light up so I cannot try tftp.  I am trying to the usb slot

A couple of issue I have noticed here :

1) 

Warning: filesystem is not clean
Warning: filesystem is not clean

for the above error, delete any IOS image available on flash delete.

you can check from rommon > dir flash:  (you can do fsck also if you like to clean)

2) Do you have any other image lower one to try ? to confirm the image is not wrong?

I went through that doc and it still did was not booting up.

This is one my BGP router, so I took the firmware from the other BGP router and put it on a flash drive.

When I was in rommon, I did

set

BOOT=usb0:

sync

It was now booting from the usb drive.  

It loads the software, but it just hangs at Image Validated

It looks like something wrong, if i were you and have a contract raise TAC case for RMA.
