EVE-NG Community Edition system is unable to run more than 2 instances of IOS XRv9000 though enough resources is allocated. EVE-NG COMM VM was provided with 64 vCPU, 256 GB Memory and 1TB of disk space. Based on data sheet of IOS XRv9000, resources allocated should be more than enough to run 5 instances of IOS XRv9000 images for lab purpose.
As part of troubleshooting, deployed 10 instances esxi version of IOS XRv9000, which had no issue in running all of instances. It seems issue is with KVM version image of IOS XRv9000 running in nested virtualization environment.
At the same time, was able run large number of CSR 1000v (almost 30 instances) KVM images in EVE-NG community with above mention resource allocation.

Eve-NG is not an official emulator or supported by Cisco.
When I have seen it used I have noticed performance issues with the xrv9k images.
I recommend just deploying in VMware or using VIRL for official support.
