Is this normal before connecting these CPAKS packs with the other end point?  We are not sure if this is a problem with the A9K-4X100GE-SE

Any help will be

If its not connected then yes normal, check show controller <int> phy to get the dBm measurement for each lane and compare to the given alarm values in the output. Its probably -40dBm which means no light and would indicate an alarm being set.

If after connecting the other end of the port the low rx value is still there then we need to investigate the other side to see the tx power, any dampeners on the link, how long the fiber run is, etc to make sure everything is within specs.

Thank you so much Sam!  That would explain it.  Yes Show Controllers show -40dBm.  Much appreciated!
