This upgrade pdf is only for specific NCS540 platforms.

It specifically mentions NCS540X (product ID N540X-ACC-SYS).

Check file NCS540-docs-7.3.2.tar , from
https://software.cisco.com/download/home/286324675/type/280805694/release/7.3.2
(as mentioned above) and if the link is not working, follow this path.

Here is how we ugraded all our N540X
copy .iso image to harddisk:
then
install package replace /harddisk:/filename.iso
when finished replacing the package (you can check by issuing show install log detail ... the info is self explanatory
then
install apply reload
then once fully booted
install commit
All 6 of our N540X upgraded successfully with the method above

Does this apply for versions prior 7.3.1 to 7.3.2 ?
Cisco mention :
731 is a break release due to partition changes integrated via CSCvr79738, Software
upgrade/downgrade using “install replace” or “install package replace” CLI from
7.0.x/7.1.x/7.2.x to 7.3.2 is NOT supported and will need to be done via re-image using
iPXE/USB boot

We only went to 7.1 so I was not aware of the new Cisco limitation on 7.3
